My portable washer had stopped both agitating and spinning. My first assumption was the motor, capacitor, or belt had failed. I removed the back panel, tested the capacitor, and ordered some WAGO connectors for more testing. Upon reinstalling the capacitor and retesting the washer, I could hear the motor whining like it didn't have the torque to turn the drum, however the belt and motor were all in good shape. That's when I checked the drum.
