Install MariaDB 12 from official repo on Debian (with caching)

MariaDB offers official packages for Debian, but their one-script installer uses deprecated key management practices. Moreover, because we want to use Apt Cacher NG to cache packages, we must use HTTP instead of HTTPS for caching to work.
